Overview
This hybrid workshop will explore the essential data needs for monitoring and evaluating the effects of cybersecurity capacity building (CCB) interventions with a key focus on interventions seeking to improve Cybersecurity Incident Response Teams (CSIRTs). Join us to examine how do we – as the CCB community – expect interventions to work and how can we best measure the impact given the resources we have.
Agenda
Introduction
The current situation for M&E mostly relies on qualitative views from implementers. There are challenges accessing different data to support evaluation. We present ideas and solutions for data in the context of CSIRTs and the role of high-quality data in monitoring and evaluating CCB interventions.
Thematic Areas
We will highlight the main areas CCB activity, relevant interventions and their objectives, and key considerations for data needs.
Logic of Change
A single-page overview graphic will be shared to demonstrate how data underpins each phase of the change process in the context of CSIRT improvement, illustrating data’s critical role in tracking achievements.
Identifying Essential Data
This segment will cover what data is typically needed to appropriately measure key outcomes of interest when monitoring and evaluating CCB interventions with a focus on CSIRTs.
Discussion
Open discussion with attendees to share insights, challenges, and examples of data collection, access, and aggregation for understanding impact of CCB.
Conclusion & Next Steps
Ideas that we can take forward as a group to test and pilot this work, e.g. a collective call to action.
