Cybil: The Cyber Capacity Knowledge Portal

CYBIL, the Knowledge Portal for Cyber Capacity Building, is a platform for the international cyber capacity building community. Governments, funders and implementers can find and share good practices and information to support the design and delivery of capacity building projects and activities. Cybil also acts as a source of information on cybersecurity and cybercrime capacity building for civil society, academia and the technical community, in line with the GFCE’s commitment to transparency and inclusion.

Cybil is an initiative of the Global Forum on Cyber Expertise (GFCE) and is overseen by a Steering Committee, consisting of several GFCE Knowledge Partners: The Australian Strategic Policy Institute (ASPI), DiploFoundation, FIRST, the GCSCC, and the Norwegian Institute of International Affairs (NUPI).

The overall aim of Cybil is to establish a neutral, open and globally-owned multi-stakeholder knowledge-sharing platform that allows for:

  • The sharing of data, information and results of global cyber capacity building efforts;
  • Ensuring transparent access to data and information on cyber capacity building tools with a simple user interface;
  • The integration of existing resources and information that are already available;
  • A more effective use of cyber capacity building resources for capacity building programming by the global GFCE community;
  • The harmonisation of cyber capacity building initiatives and capacity building approaches.

Cybil was launched at the GFCE Annual Meeting in Addis Ababa in October 2019 and builds upon the GCSCC’s Cybersecurity Capacity Portal (2015-2019). The GCSCC was leading the development of Cybil between 2018 and 2020.
