Third OAS–IDB Cybersecurity Report 2025 based on CMM published

The report by the Organization of American States (OAS) and the Inter-American Development Bank assesses the cybersecurity maturity of 30 countries across Latin America and the Caribbean, highlighting sustained progress since 2020, while also identifying persistent gaps in resources, talent, and cross-sector coordination. The study is based on the CMM and was delivered in partnership with the GCSCC for the third time since 2015.

Key findings:

  • Sustained progress and reduced gaps: Since the 2020 assessment, the region has improved across all five CMM dimensions. The maturity gap between countries has narrowed, reflecting more balanced development of national capacities.
  • Persistent challenges: Despite progress, areas such as software quality, critical infrastructure protection, and the development of the cybersecurity market remain at lower maturity levels. Investment in research and innovation is still limited, and the adoption of cyber insurance remains low.
  • Artificial intelligence and emerging threats: The rapid adoption of AI is reshaping the threat landscape—amplifying existing risks and creating new vulnerabilities. The report underscores the urgency of updating governance frameworks, standards, and capabilities to address these challenges

The study also highlights the importance of political leadership and institutional capacity to effectively design and implement cybersecurity public policies. Countries that integrate cybersecurity into their development agendas and promote public–private partnerships are better positioned to respond to threats and close maturity gaps.

This third edition of the study—following those published in 2016 and 2020—serves as a key tool to inform decision-making and strengthen regional cooperation on cybersecurity.
