Influencing Policy

Through the deployment of the CMM and dissemination of our research findings, the GCSCC has influenced and shaped the policy debate and policy-development process in the field of cybersecurity capacity at national, regional and global levels. Some of these contributions include:

  • Publication of 20 country reports and two OAS regional studies which have directly influenced National Security Strategies across Africa, South Asia, Europe, Latin America and the Caribbean, the Middle East and Oceania · CMM reviews are an integrated component of the World Bank’s Global Cybersecurity Capacity Programs funded by the Korea-World Bank Group Partnership Facility (KWPF)
  • Adoption of CMM report recommendations in the development or revision of National Cybersecurity Strategies, e.g. North Macedonia, Lithuania, Senegal and Sierra Leone · CMM are underpinning the Digital Access Programme of the UK Foreign & Commonwealth Office · The GCSCC contributed to the GFCE Global Agenda for Cyber Capacity Building and the 2017 Delhi Communiqué and co-lead the GFCE Task Force on Strategy & Assessments · The Commonwealth Cyber Declaration at the Commonwealth Heads of Government Meeting in 2018, providing commitments to national cybersecurity maturity assessments
  • International commitments to cooperate, to protect economic and social rights, and to share commitments towards a stable cyberspace · contribution to the ENISA report on Cybersecurity in the EU Common Security and Defence Policy (CSDP): Challenges and risks for the EU, published at the European Parliament website.
